Can i remove the top layer of insulation?

I am trying to put boards down in my attic. I have one layer of insulation that comes to the top of the joists then there is another layer of insulation laying across the joists so we will have to cut through it in order to get to the joists to attach the boards.

Will having the boards keep work the same as having the top layer of insulation in energy efficiency or should we leave the top layer and cut through it for each board? Can i remove the top layer of insulation?
yes you can take it out..then fit your flooring... you can always carpet over the flooring to help with the insulation as well.. and save the insulation to fit in the spaces between the roof spars.. as this is where your new heat loss will be...

dont compress the extra layer of insulation down, as this may push your ceiling through..

Yes you could remove it where you want to put floor boards However it will not be as efficient but you'll have a floor. The insulation is preventing the heat from escaping from the rooms the ticker the insulation the less heat loss. Do not crush the insulation because that causes the R-value to go down the trapped air in the insulation is part of the insulating properties
I would go the extra expense and add 2x4s or 2x6s (depending on the thickness of the top layer of the insulation) to the top of the ceiling joist. That will keep your R-value and keep your heating and cooling bills down.
