You just can't put a plug in a hole in the layer. you would need to find a combination of reactants and reactions at that level that regenerate ozone (and other free radicals) naturally.

Using ozone to replenish the ozone layer?
The chemical formula for ozone is O3. Why cant we break up oxygen molecules, combine them into ozone molecules and use it to replenish the ozone layer?Using ozone to replenish the ozone layer?
