Couple of months back, I had indulged in sex without using condom, since then i have noticed that a off-white creamy layer being formed on the tip on my penis (underneath the foreskin)
is it some kind of disease ?

I have to wash my penis thrice a day to keep it clean, else it starts stinking.

Buy some tea tree cream at a health food store and apply it three times a day, after you wash, for two weeks. Your soap might be infected. Throw it out and use a liquid body wash. If it's not better after that, see a doctor.
